Colonel Laurence Farrell
District
Commander, U.S. Army Corps of Engineers
Laurence Farrell took command
of the U.S. Army Corps of Engineers San Francisco District
in July 2008. Previously, he was deputy
commander of the Gulf Region Division in Iraq
and outreach operations officer for the director of the Army
staff. Farrell earned both bachelor's and
master's degrees in civil engineering from the University of
Missouri. Other previous assignments include platoon leader,
company executive officer and battalion maintenance
officer, company commander, professor at West Point,
and 2nd Infantry Division Engineer Brigade in Korea.
Other career highlights include serving in the Gulf War in Operation
Desert Storm and in Somalia in Operation Continue Hope.
Dan Smith, Principal,
The Tioga Group, Inc.
Daniel Smith has over 25 years of
consulting experience in freight transportation strategy, policy, and
planning, with particular emphasis on truck, rail, and marine
intermodal transportation. His major projects have included
Inland Port Feasibility Studies for northern and southern California,
San Pedro Bay Long-Term Forecast, Goods Movement Studies for
the Southern California Association of Governments, Modal
Shift and Competition Studies for the Ports of Long Beach,
Los Angeles, and Oakland, and Rail Intermodal Line and Terminal
Capacity studies for MARAD, Burlington Northern, the Port of
Oakland, and the Panama Canal
Authority. Smith previously worked at Mercer Management
Consulting and as Manager of Rail and Intermodal projects at
Manalytics, Inc. He holds bachelor's and master's degrees
from the University of California at Berkeley and did further
postgraduate work in transportation economics and policy.
