Col. Steve Miles, Portland District Commander, U.S. Army Corps of Engineers
Colonel
Steven Miles became the Commander and District Engineer of the Portland
District, U.S. Army Corps of Engineers in 2008. Previously,
he served as Commander of the Corps' Northwestern
Division, stabilized and reconstructed Western Iraq, and
served numerous stints in North America, Europe, and
Asia. Col. Miles earned a bachelor's degree in civil
engineering from Norwich University and two masters degrees --
business administration from Boston University and strategic studies
from the Army War College. The Portland District has one of
America's most comprehensive and diversified civil works
programs operating locks and dams along the Columbia River,
managing dams for flood damage reduction, maintaining coastal
rivers for navigation, and leading the nation in hydropower generation,
all while ensuring equal attention is placed on environmental
protection and restoration, fish and wildlife enhancement, and
recreation.
Dr. Terry Curl, Vice President, Ports & Marine, CH2M HILL
 Dr.
Terry Curl serves as the West Coast Port and Marine Lead for
CH2M HILL. He is responsible for projects in California, Oregon,
Washington, Alaska, Hawaii, and parts of Asia. He is the Program
Manager for Busan Container Terminal Development in South Korea.
Dr. Curl spent 22 years as a military officer in the U.S. Army Corps of
Engineers, including assignments in Europe, Vietnam, Panama,
Korea, and U.S. locations. He is a registered civil and
industrial engineer with master degrees in engineering and a doctorate
degree. He lives in the Bay Area with his wife and three adopted
Korean children.
Katy Coba, Director, Oregon Department of Agriculture
Katy
Coba was appointed Director of the Oregon Department of Agriculture
in 2003. As Director, she works with the governor,
legislature, agricultural, and consumer groups to carry out the state's
agriculture policy. Prior to her current position,
Coba's career included serving as Chief Policy Advisor, Economic
Development and International Trade PolicyAdvisor, and Director of
Executive Appointments to Oregon Governor John Kitzhaber. She was
previously a Special Assistant to the Director of the Oregon Department
of Agriculture from 1989-1995. Coba
has worked to market Oregon agricultural products locally,
domestically, and internationally. She has participated in a
number of trade missions to Europe and Asia. Coba
was born and raised on a wheat ranch in Pendleton, Oregon.
Graduating cum laude and Phi Beta Kappa, Katy received a bachelors
degree in economics with a political science minor from Whitman College
in Walla Walla, Washington.
